The question never comes up because there is not need to do so. A Simplex RD will mount without modification to Simplex, Huret or Campy dropouts. What may be confusing you is that the Simplex upper pivot bolt thread is too small to thread into a Campy DO. That's because it is not intended to thread into the DO, Campy or otherwise. Instead, the pivot bolt threads into a collar (nut) that is placed on the inside of the DO. So you don't need to change the bolt, just find a collar to go with it. You can get that from any Simplex RD with two exceptions. The inexpensive RD's often used a hanger and therefore a given RD would not have been supplied with both the collar and the hanger. Also, some Simplex models had a bolt rather than a collar inside the DO, with female thread in the upper pivot of the RD.
