This pattern of brake was probably available for over 30 years, and was made by Phillips and others. The earliest catalogue in my possession in which the Phillips brakes appear is a 1928 Stenton catalogue, and the latest is the 1956 Brown Brothers. However, I've never actually seen any on a bike. I have some unnamed examples, and they're pretty heavy - they won't be going on any of my machines!
