Toxic is a precisely defined term under law, American or otherwise. Most components of petroleum are indeed nontoxic, with the exception of Benzene, which is present in small quantities only in ceratin petroleum products, notably gasoline. Mineral Spirits is a petroleum distillate as well, by the way.

Just because something is nontoxic or doesn't mean one wants to drink it. Natural substances such as ammonia or the turpentine you mention also have bad effects if one is foolish enough to drink them. Goo Gone, BTW, is indeed a great product.
