I agree with Neil's comments about the ranking of quality, but another consideration may be price. It is my impression that Argos is a fair bit more costly than either the Bob Jackson or Mercian shop, not to mention slower, so this must be balanced out with one's priorities. I've used the Bob Jackson shop extensively for restoration/refinish work, having run 10+ frames thru their shop over the past few years, and the quality has been excellent. Mick, their finish man, is great and really seems to put the extra bit of effort into the fine details. Most refinish jobs seem to make it thru the Jackson shop in 4-10 weeks, depending how if acquiring transfers delay the process a bit.

Neil is also spot on when he says to be sure to give detailed instructions, as filling dents etc is not part of the usual service when most U.K. shops quote a refinish job - it seems to included stripping, primer and finish coats. When I send any work to Bob Jackson, I send along a form that contains a diagram of a generic frameset, which I then clearly label with all color specifics and transfer/decal placement. I also make a list on the side of this form to include all details of the job, to clarify the diagram. This avoids any confusion and potential problems upon completion of the work.

I have had frames resprayed by Argos, Bob Jackson, and Mercian, and in terms of quality of finish, I would place them in that order. An important point is to give them detailed instructions as to the finish you require: I have seen frames (one of them mine!) from one source, which I won't name, where they sprayed without filling pitting; I sent my frame without specific instructions , other than colour scheme, expecting them to prepare the frame properly as a matter of course - that was an expensive lesson!

I send all my chrome plating to Prestige Electroplating at Wombwell near Barnsley. They do a superb job, and are very reasonably priced. They'll do anything down to small nuts and bolts, and don't mind doing a small number of items. It's a family-run business, very friendly to deal with, and the owner, Brian, is a cyclist. If you want to speak to them, their phone number is 01226 751389.
