This is the double rosa clip used on twin wire cyclo shifters.If the shifter uses a twin wire the schwinn should work,to route the cable housing.--My russ tandem uses a twin wire cyclo ---cable stopps are made onto the shifter and derailer,so you only need a clamp to hold the cable housing to the frame---sam

And, a single cable clamp-on chainstay stop (like a Campy #636) should be even more easy to find and add on - or you might just attach two there, if needed.
