This might seem too simple, but you might simply flip the wheel over. On a couple of my frames, that was the easiest method. I won't go into all the details as to why this sometimes works (there are many) but if the frame is off just a minute amount, and the wheel is off just 1 or 2 millimeters, I find this often works. And I prefer it to altering the fork.

Obviously, it won't be useful at the rear, unless you're working with a single-speed, flip-flop hub.
