Looking further at this seller's items, it appears he is using the word "Tange" as a synonym for "lug."

C.f. item #320010491125 is described as "a Mercian Racing frame and is now very rare, the frame is all welded (no Tange joints) and measures 23" from the centre of the crank spindle to the top of the seat post."

His description of a double crank as a "two-clanger" and specified by ring diameter rather than tooth count leaves the impression that he simply does not understand bicycles very well.
