Are the tubes 'French' dimension? That would usually be 28.0mm for the seattube and downtube, and 26.0mm for the toptube. Is the stem 22.0mm, as opposed to the ISO standard 22.2? Is the BB thread French, and have you looked at the right cup to see if it is Swiss? What is the seatpost diameter? This is an important clue which you did not supply in your description. Don't assume anything, and give people some numbers to work with if you want answers.

All the measurements and threads are french. The knowledgable vintage bike guys at elliot bay cycles in Seattle checked it out with calipers and everything. Some people have suggested this bike is a Puegeot PX-10. I think I would confirm that it has plain nervex lugs, but the dropouts and the fork crowns don't seem to look the same as any px-10 I've seen from pictures. Also from what I've seen the serial number is usually on plate, this one is stamped on.
