The one with the stars clearly states the tubes only are butted whereas the other one almost implies that the tubes, forks and stays are all butted. I thought stays were straight gauge, but fork blades were also available "taper gauge". Fork blades normally start out as straight gauge tubes, but when they get tapered, the wall thickness increases towards the bottom where you'd expect them to be more flexible. Taper gauge tubes start out thinner where they will be tapered, so end up with a constant wall thickness.
