Aside from the obvious, the diagonal 531 indicates that the main tubes are double butted, and I believe this sticker came out in the 70's. The sticker with the stars was from the 60's. My 1968 Raleigh Competition has the decal with the two stars. Now, I'm not absolutely positive about all this, since I am still on the upward learning curve, but this is what I have been told.
I recently bought a Reynolds sticker with the two stars from a fellow listmember who lives in Australia. The quality is very good.
