Gabriel,

That vintage of Campy lever can be set up with traditional exposed cable routing or with aero routing. When set up with the cable/housing under the tape, the cable bends around that plate and exits the back of the lever. I have one bike set up that way and it seems to make braking a fair amount more work and/or less effective.
