[CR]WTB Cinelli seat bolt - HELP !!!

Just got back my 1972 Windsor Pro from restoration. Although the restorer has done very good work for me in the past, this project is becoming a nightmare. I think they had the frame a year and a half and because of rechroming the price was very high. Unpack it today and find:

A) It is not even remotely the color I ordered.

B) The distictive Windsor/Cinelli half-chrome seat lug is now completely chromed.

C) No Columbus decal was applied, meaning any applied now will have no clearcoat.

D) Last, but certainly no least, I had sent the unique Windsor/Cinelli seat bolt with the frame to be rechromed and the restorer had reported receiving it back from the chromer, but it was not on the frame when received or anywhere in the box.

I'm totally bummed by this project, especially the probable loss of the rare seat bolt. I don't suppose anyone has a Cinelli/Windsor seat bolt for sale? I'd have one rechromed again if necessary. I know someone made stainless steel ones for the Raysports, but I believe those were the late 70's version with the recessed allen head. This is the older version with the exposed head for a conventional open-end or box wrench. Can anyone help? Without the bolt the collecor value of this frame is approximately zero.
