Hi Tom,

Yes Cinelli made stems for french steerers in 21.2 mm. In one of those Peugeot posters from the late 1970s showing the team and their bikes (they are riding toward the camera) about half of the team has Cinelli 1R stems on their bikes. I put one on my PY10CP team bike from back then along with Cinelli Criterium bars.

Even back then I don't think the Cinelli french sized stems were known about. Not sure if there is any marking on the stems noting the 21.2 mm quill.
