French size was 22.0 as opposed to 22.2 English/Italian. But yes Cinelli did make both sizes. French size Cinellis were pretty common In The Day, although not as common as 22.2.

I was looking through the Velo Stuff picture gallery this evening and there is a "rare" Cinelli handlebar with 2 knurled rings on the center ferrule and it measures 26mm instead of 26.4mm. I pulled out a Cinelli Campione Del Mondo handlebar with old "Knight logo" from my stash and it is also 26mm (and has the 2 knurled rings).

Were the Cinelli bars originally 26mm and then they went to 26.4 and eventually back to 26?
