"Could be, but where are the ubiquitous Bianchi or *B* stampings on the lower steering tube lug, seatstay caps, or other sites? Bianchi has been marking its high-end frames for years, and although I'm no expert, why would this on not be marked?"

I know of no wide-standing marking of Bianchi frames with a "B" in the lower headlug for frames of this vintage. I can however state that everything points to the frame being a Bianchi. The first tell-tale sign is the integrated headlugs. Granted, this was used by a few other Italian builders as well, but I dare say that Bianchi made more bikes with these headlugs than all the other builders combined. Next the fork crown is typically Bianchi and I cannot remember off-hand any other buider who had the combination of integrated headset and that fork crown. Moving on, the seatlug is also perfectly in line with other Bianchi frames. The type and location of the indentation of the chainstays is a further tie-in to Bianchi, as is the brazed "ferrule" for the rear brake mount.
