Since touch ups will tend to reflect light differently than surrounding paint, my approach to touching up scratches and chips is to limit paint application to within the defect area, using a sharp toothpick. I don't get the good bikes wet often, so I'm less concerned with completely sealing off the defect, more interested in minimiziing the size of the affected area. A thinner consistency paint helps spread the paint within the borders, without overlapping surrounding paint, keeping the small chips small! Post-touchup sanding to level out the applied paint is particularly fraught with cosmetic risk on many finishes.
