The Lugs look the same as those on an 60s Olmo I recently acquired. However I do not know very much about these frames. Mine has a serial number D376 on the right seat stay near the top.

Can anyone hazard a guess as to the identity of this frame on the local New Zealand auction site? I have briefly looked at the bike, in a poorly lit basement. It has some similarities with early 60s Olmo or Girardengo, but the headlugs are different to the Giradengos on Wool Jersey. Dropouts are Campagnolo 1010. The headlamp mount on the forkblade is a later addition. http://www.trademe.co.nz/Sports/Cycling/Road-bikes/auction-67056649.htm
