fixed gear + tensioner = danger will robinson! :) i think given the verts and the tensioner, the hub gear is a bit more likely...
but as for the date and the cyclo - the taylors used cyclo rear derailleurs well into the 60s, much as many of the french constructeurs did... for touring purposes, they still worked just dandy... (and continue to do so to this day...) typical taylor "if it aint broke dont fix it" approach :)
