Tam- I think that you are right. Totally custom drilling option for a manufacturer, or team that Campagnolo could depend on to basically know what they were doing.

Cool stuff. I wonder if Campagnolo did something similar thus enabling custom wheels like this 20-spoker to be built? I don't recall ever seeing another 20-spoked Campagnolo Pista hub.
