That's "Belleri, France". On my examples, the "BF" is within a circular relief--but I have here two patterns, one with a faux "lugged" look at t he junction, the other is plainer. Both feature an exposed bolthead. Whe n you say 3" long, I imagine you refer to the extension; folks out there , don't forget that the usual way of expressing the measurement is "cent er-to-center". I believe it should be pronounced "bell -- ree" rather th an "bull-larry". I hope I've been helpful.
