Thank you for the many suggestions and input on my Huret Jubilee questions. I believe I have found a workable solution that others may find useful. I found in the archives a lot of questions concerning the Jubilee and the various drop out mounting configurations but not that many substantive solutions. Obviously, locating the original Huret hardware is the desired result, but my sense is that those parts are becoming quite scarce.

What I was able to do is this: I have a Jubilee with the french style body. It does not have a forged stop which would otherwise stop the derailleur from rotating forward. I took a simple Home depot star lock-washer and placed it between the derailleur body and the drop out. I then played around with shifting and found what I believed to be the optimum body position and then tightened it to the point that it was fixed in place. The only downside I believe is that I must loosen the derailleur in order to let the rear wheel out. In order to allow this, I took a red paint marker and drew a line across both the drop out and the top of the derailleur body--that way I can double check that the derailleur has not moved and also if i need to loosen it, I can easily return it to its previously determined optimum position.
