I think the exact method falls under personal rituals, but almost everyone I know prestretches tubulars. For high quality high-pressure ones, I'll inflate to more like 150 psi and leave them for several days if I'm not in a hurry. Some of the old tubulars, expecially Japanese ones, were damn near impossible to mount without prestretching.

I personally only apply one layer of glue, to the rim. My method is to inflate the tire just enough to give it shape, roll back a short section away from the rim, apply glue, then roll the section of tire back onto the glued rim. I work my way around in this way until the entire rim has been glued. Then I straighten the tire, infalte to maybe 150 psi again, and let dry for at least 24 hours.

I know some people apply multiple layers of glue, but I've never heard a good explanation of why this would be necessary.

For cheap tubulars, the above method stiil works, but perhaps at lower maximum pressure.
