One possible downside to connecting the seat tube ON the down tube ahead of the bottom bracket shell might be stress failure of the down tube because of force being directed to the side of the tube some inches ahead of the tube end. It seems at the very least, you would want to have several inches of thick tube wall in the DT either side of the connection point.
