Well, I worked in a shop that sold the Ciocc "San Cristóbal" model in the early 80s, which name commemorated the 1977 world championships in Venezuela. Since you can't really commemorate something that hasn't happened yet, I'd guess the Mockba '80 came out at least a little after the Moscow Olympics. Just a guess though.
The San Cristóbal had lug points that tapered down, normally at first, but then when they were about 1.5 or 2 mm wide, they went parallel, so there was this very thin sort of tail on the lugs. Unique and cool, kind of a framebuilder show-off move because the thin tail would be hard to not overheat if you were in a hurry when brazing. Also more difficult to shape the lugs that way. Some Ciocc frames I saw years later didn't have that, and the brand lost some interest for me for it. (There were other concessions to semi-mass-production too, not just the taillessness)
Do your Mockba '80 lugs have tails? I think I see one on the downtube lug. Probably very similar to the San Cristóbal.
