Hi, There is an Italian frame on UK ebay which has a very similar seat stay cluster. Its a Wolsit looked on the excellent CR website and found that as the vendor says Wolsit were made by Emilo Bozzi along with Frejus and Legnano. Frejus were imported into the UK by the Jaggard Mills Company. Think Dennis Jaggard was something to do with the firm, he rode as an Independent for Dayton Cycles.
