Hello Flash, I'm not sure that this is a Carlton International? The lugs don't seem quite right, anyway he is my two penn'orth for what its worth. If the frame number is under the bottom bracket and the front fork crown plus it has unfluted chainstays it's a Morris this looks like his work. Now the others who did lugs like this are: Jimmy Long, Doc Green, Stuart Purves and Algurn, have put them in the order of most likely first. Lets see what response you get and good luck. If it is a Carlton it can be ruled in or out by its frame number easily.
