This is not to skew the discussion but to point toward sources of the 7mm - to my experience, 7mm is common in automotive applications, especially brake systems. Auto part store and the automotive tool selection may be good places to look. SK-Facom sells a nice T-handle 7mm. (French company Facom bought the former US company SK Wayne).
Back to bikes I am assuming the 7mm size is more a function of standard design practice; that is, bolt head diameter defines the hex recess size.
