Yes, a typo. Sorry about that. The Porteur prototype has horizontal dropouts.

That said, there was a Hetchins in the 1930s that had both horizontal and vertical dropouts on the same frame. In the British tradition of "versatility," you could use that frame for everything including track racing. It was not a success.
