I did a similar thing. I put a 38T small ring on the Stronglight 93 on my recently acquired 1974 Raleigh Super Tourer, and a 14-28 Atom FW. But I wasn't sure the original Huret Jubilee short cage RD would shift this with the original 52T large ring, so I dropped the large ring down to 49T. Works great.

I went the other way. Instead of using a bigger freewheel, I used smaller chainrings. Most of my bikes now have large chainrings in the mid to upper 40s (45-49T); my tandem still has a 50T, and my early season bike has a 43T large ring.
