I got a closer look tonight at the bike I purchased and found a few surprises. First it is called Dilecta Le Blanc on the metal head badge. On the frame downtube is Dilecta Cyclo Touriste Cino Fois. I found a shop sticker on the back of the seat tube from The Peddler's Shop in Haddonfield & Glasboro NJ. The cranks are Stronglight with TA rings. The saddle is Ideale Type Record 51 Cyclo Cross. The lights I mis-identified as Jos when they are really Soubitez. The two piece stem is Philippe and the seat post is a metal badged Simplex. The Cyclo derailleur is the 6V 2.38 Randonneur type. Pedals are Lyotard with AFA clips. It also has pump and generator braze ons with the generator intact. All tubing including the forks are 531. Just trying to see if anyone out there has any info on these bikes and possibly help identify the date from the components. Once I clean it up, I will take photos and post them.
