It appears to be a Cyclo derailleur shifter from a late 1930's Cyclo Standard or Oppy. This would work OK with a 2 speed hub gear despite no lever "indexing" if the low gear was selected at the extreme end of the levers pull, high (direct drive) would engage once the cable went slack.
