I had a Jeunet with a fair bit of toeclip overlap and one time when I was trying to trackstand at a stoplight I fell over because of the toeclip hitting the wheel. I quickly instinctively learned not to let the toeclip run into the wheel at subwalking speeds and still do even though none of my current bikes have overlap I'm aware of. I think its a complete non-issue for any rider with even minimal proficiency. If you find yourself at ultra-low speed needing to use significant steering angles for a moment to dodge something, just use the freewheel to ratchet without ever putting the cranks at 9-3 o'clock.
