It is a late 90s Torelli-imported "Masi". I believe they were built by Bilatto (sp?) and brought in unpainted. I know a guy that has one and he says it rides as well as anything and better than many he has tried. The design/geometry might be from Faliero, not sure. If you use the Wayback Machine and go the Torelli website from the late 90s you can find this bike.
