Let's see, John Hollands and Dave Moulton and Colin Laing and Mike Barry I think all started building in UK before coming to North America. Likewise Francesco Cuevas in Spain. There are probably several more. Not surprising, as lightweight road bikes are essentially a European/British tradition and those who built them, or even bought them, in America have always been influenced by European culture and traditions, if not born and/or trained there.

I'd love to see refinements and new contributions to this list.
