Neal in the 80's in the UK R.S.I (formerly Evian) imported and sold a Japanese made frame called a Hirame. There were three models and the all chrome one was the top of the range. Can't remember the model names but I think they were all made with Tange butted tubing. Easy to find out if it is a Hirame just get someone to look in Cylings from the 80's RSI were always advertising these. Great frames and very reasonably priced at the time.
