Check your Vol. 4, No. 4 of Vintage Bicycle Quarterly, page 4, where there is a Rebour drawing of a TA rack with a light mounted. It's the special version with the extra rod for mounting a light.

Because of the small diameter of the rack's rods, I think it would be hard to mount anything with clamps, so that may be your best bet.
