I built a few frames in the early '80s with those ends, purchased through a company in the UK called Saba, which I believe may have some relation to the current company Ceeway who still sell framebuilding parts. Those Saba dropouts had no stamping or engraving to indicate brand.

The same dropout was also sold with "Zeus" stamped on the sides. I have one of those in my hands right now and I am quite certain it is the very same piece. So whoever made them sold them through at least two channels. I doubt Zeus made them in-house.
