In my (admittedly limited) experience, an Ozzy bike of that vintage, if running on clincher tires, would probably use 27 x 1.25 rims and tires. Dunlop steel rims were a regular. I don't recall seeing anything as narrow as 23mm even on pure track machines. Singles (tubular) tires and rims were used for racing, but with some pretty beefy tires, at least 26mm, were more normal.
