I'd take the Campy Rally over the DuoPar also, having both in use currently on various bikes. I've never thought the classic-era Campy RD's shifted as well as their French competition, but the Rally is the big exception. AFAIK, the Rally was the first Campy derailleur to have a sprung upper pivot and the first to have a horizonal parallelogram, although not quite the SunTour slant parallelogram, which was still under patent at the time. These design features made a huge difference in the Rally's performance.

With the Nuovo Record Rear Derailleur, the 24 total wrapup still applies. Since the Nuovo Record Triple has a dedicated 36 tooth small ring, you would be theoretically limited to a 46t outer chainring if you used the NR rear and a 14-28 freewheel (maybe a little extra since you would NEVER cross largest to largest on a triple ... but you should still plan for it in the build for safety's sake). Unless you are perfectly happy with a 46t outer, the Nuovo Record RD is not the best choice for the NR triple.

Campagnolo's triple was intended to be used with the Rally RD (or long cage Nuovo Record ... but they're mechanically the same thing). Regardless of what's engraved on the Rally's cage ... you'll be happiest if you keep the max freewheel cog to 31. Some claim 34 ... but I contend these are the people that are not happy with their Rally performance.

I have a very successful Rally RD / NR FD setup with a 7 speed 12-31 on a 36-45-54 triple, and another with a 6 speed 13-31 on a 36-44-53.

Some may consider it heresy, but the best tweak to get a Rally to shift better is to replace the 10t jockey position with an 11t pulley. This simple trick will profoundly reduce the chain abrasion on the inner cage, and be a little more forgiving in your FW cog selection. Depending on chainstay length, the triple might send you searching for a different chain with better lateral flexibility. This might not be the best application for your prized Regina Record Oro Extra.

File this under "both a Nuovo Record and a Rally lover's opinion". Others might tell you to throw a Sachs Huret DuoPar on that triple. I wouldn't argue, but then we're talking about shifting not Nuovo Karma.
