Dear Harold. Hello, and welcome to the list. The right side BB is NOT stuck. The right side BB has a reveres thread, so you are going to turn the BB clockwise to remove it. They are also installed with allot of tork, so as to not come lose when the bike is being ridden. Call around to your local bike shops and see who still has an old style BB wrench, and they can pop it right out. I once had a guy come into a shop where I was working, and he had stripped the threads trying to get the BB out, and I would hate to read that the same had happened to you.

As to if the frame should be built up, ask the shop to check the alignment (straightness), and to check for rust inside the frame. If you are good on both of these points, then go ahead and build up the bike. Let us know how it's going.
