Yes, Fiorelli used them, at least on track bikes, and I suppose Coppi=Fiorelli.

I saw one in of all places, Times Square in the middle of the morning rush, in the bed of a construction workers truck with about 40 lbs of chains locking it up. He said he took it with everywhere on the chance of a ride. Beautiful late 50's bike.
