That's how we did them at Trek. We had fixtures that would hold the stays at the proper angle for each size, braze 'em up, file the joints, and put 'em on a rack for final assembly.

Nothing like brazing 100+ pairs of dropouts to stays for 8 hours a day, 5 days a week to get you in practice!
