I just want to make sure I'm read all this correctly: Were there really French bikes that used a stem diameter of 21.15mm on high quality frames? This dimension seems suspiciously close to the .833 inch (i.e. 21.16 mm) diameter stems used on old American bicycles. Is that the actual story here?

In any event, until now I had not heard of Cinelli making stems with this sort of stem diameter. Certainly I've seen (and own) Cinelli stems with the typically French 22.0 mm diameter. And I think that someone like GB made quality stems for Schwinn in the .833"/21.16mm diameter.

But Cinellis in 21.2mm? For a French bicycle, that sounds like a size that you would use on utility/delivery bicycle, not on a real road or touring bike. So what's the complete story?

By the way, to answer the original question... there were Cinelli stems/bars whose clamp diameter was less than 26mm. I had an old steel Cinelli stem (with an aluminum alloy bar) whose clamp diameter is either 35mm or 25.4. I still have the bars, so I'll have to go down to my dungeon one of these days to measure.
