possibly - but it could also be used simply because it would make tossing a hub gear in there without changing the chain from the cyclo setup - long arm tensioner takes up a lot of slack - which id think to be more likely, with the vertical dropout setup. it would almost be silly to swap back and forth from a cyclo (probably 5-speed) to a hub gear (most likely 3-speed) setup with the intention of still having front derailleur capability, though, given that a sa a-w would give you the rough equivalent of a 13/18/24 freewheel block, with a 18t cog...

not that silly has ever stopped anyone before :)
