I am an unrepentant Birkenstock wearer, and recently purchased some Cork Life. I remember thinking that it looked kind of similar to the stuff I once used on some tires. I ride cheap tires, and don't worry about treating the sidewalls. On the Birks the Cork Life was pretty sticky when dried. I expect that your sidewalls would pick up and hold a lot of dust if you use it right out of the bottle.

It sounds similar to the latex liquid sold by Birkenstock which is called "Cork Life." I'm not sure of it's adhesive qualities, you try it and tell us how it goes! Many years ago I did buy a liquid latex for the base tape and sidewalls of my tires. It seemed to be very similar to Cork Life and if I was running tubs I'd go ahead and do it.
