Hey all. Happy new year.

I have an old Japanese Concord roadster frame that I was given. I¹m buildin g it up into a 2 speed kickback for my wife. I decided to give it a coat of paint, so I removed the headbage. It looked as if it was held on with a light adhesive, almost like a double sided tape. However, the badge itself has two holes on either side that I am assuming are for screws. I would like to remount it this way, but there are no screw holes.

I¹m looking for a bit of advice on mounting it. I don¹t want to go too far into the headtube so it his the steerer. What is the best method? Pilot holes? What type of screws? Any advice would be great.
