It depends on both the bike and the owner. No easy answers. Some answers are obvious others are not. An obvious answer is the '72 Gino Liotto Pro 300 frame I just gave a buddy. It was once a really top of the line bike. It now has the entire frame, even the chrome fork crown, fork ends and stays covered with powder coat. It also now has top tube cable guides brazed on it. It cries out to be either restored or remain a beater. I have also seen somewhat scruffy but entirely original wonderful bikes. Much less clear what to do with them. I have my own pre-disposition, but it is only my own individual taste at work here. To say that to restore is right or wrong without considering all the factors that one can identify is just so simplistic as to approach the infantile. Folks can make some great suggestions, and they have done so, but to say "Right" or "Wrong" just rings "wrong" in my eyes...here again, perhaps this is just one person's opinion and that's all it's worth.
