Just use whatever small screws you can find to fit through the holes in the headbadge. Stainless steel or brass are preferred. Certainly drill and tap holes first. Don't be too worried about hitting the steer tube. There's a couple millimeters of clearance and even if it does happen it is no great problem to file or grind the screws a little shorter to solve the problem.
