Looks like a very crude piece o' work for a Campagnolo component.

Were these O.E.M. on any bikes ?

++++++++++++++++ My memory, which may not be terribly reliable, were that these were sort of second-source for some mid-level bikes. Sort of what you used when you couldn't get the NERVAR Star or TA three-arm. I haven't often seen them, but the finish wasn't bad. Yours may have had a hard life before moving to the dumpster. Their beefiness, though, made them look really klutzy when compared with the lovely, elegant Campy steel 3-arm equivalent with alloy rings.
