Yep, most likely quite heavy plain-gauge tubing. The headtube and head lugs are a one-piece construction, a method pretty much reserved for low-end bikes. Also the pipes on the BB shell being just cut off square with no scalloping is a tell-tale sign of cheapness.

The frame does have some appeal though, doesn't it?
